1. You can only open an image that is on your computer.
2. As for saving icons to a library, it's not possible as far as I know of.

At Adobe's site where you downloaded the Photoshop program, you can also download the VCS2 file. It is a video classroom for all the CS2 apps. It is a 450MB download.

HERE is a copy of Adobe Photoshop CS2 Classroom in a book. It's an excellent book, 726 pages and a 16MB download.

Oops misread the question

when you want to save an animated gif, you need to choose 'Save for Web & Devices ...' Then you get a new window (see fig.)

Make sure you 'GIF' in the select menu on the top-right.
Then a bunch of settings you can play with (I personally, don't touch them very often).
I would recommend choosing your background-color by matte, because gif doesn't have semi-transparent colors and by default a white background is being used.
On the bottom you can choose how often the gif must be played.
Then save it and your done.

When you open an animated gif with Photoshop it will only show one frame. It doesn't show all the frames in the animation window.

You need to find another program that will open it and show all the frames.
I use Ulead Gif Animator 5 to open mine. It allows me to open it then I can save it as a psd and then open it with Photoshop.

Unfortunately, that isn't a free program.

You can use THIS program to save the individual frames (File>Export Frames), then placing them into a photoshop psd by opening the first pic with photoshop then use "Place" (File>Place) to import the rest of the frames. Be sure to make note of the frame speed while it's open in the Cyotek program. Be aware some frames might have a different frame rate then others.

@skouliki *Edit; I just checked and you can open an animated gif with Imageready and it will have all the frames. Then you can work on it there or go to File>Edit in Photoshop, and it will open in photoshop.

Imageready installed with the Photoshop CS2 program. Check the Photoshop folder in your Programs folder.

Sorry... I've never messed with Imageready so I didn't know it could do that.
